Russell Scroggin, who for some time was identified with financial interests in Iowa, being cashier of the bank at Portsmouth, was born in Mount Pulaski, Illinois, June 6, 1861, and died in Crown Point, Indiana, January 6, 1898. He was a son of Russell and Elizabeth (Lucas) Scroggin. His early education was largely acquired in the schools of Logan county, while he completed his course in Quincy, Illinois. Through much of his active business career he was identified with banking and conducting his interests along safe, conservative lines, ever maintaining a policy which commended the institution to the support and confidence of the public.

Mr. Scroggin was united in marriage, January 3, 1884 to Miss Martha E. Buckles, a daughter of Jeremiah and Mary (Copeland) Buckles. Her father was a farmer and lived in Logan county for a considerable period, coming to Illinois from Ohio. He had a family of eleven children, of whom Mrs. Scroggin was the tenth in order of birth. By her marriage she became the mother of two children: Dessa D., now attending college; and Donald R., also in college.

Mr. Scroggin was a member of the local camp of Modern Woodmen and also belonged to the Christian church. These associations indicated much of the nature and character of his interests and the principles which governed his conduct. He was known for his reliability in business, for his progressiveness and activity in citizenship and for his friendly and cordial relation with his fellowmen - qualities which endeared him to all who knew him.
